Data template and RTF file is missing for report: 'CLE: Act On Fixed Assets Retirements Report'.

EXPECTED BEHAVIOR
-----------------------
CLE: Act On Fixed Assets Retirements Report- Data template and RTF file should be correctly tagged with Request.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Apply Patch 28251189:R12.CLE.C to install the report CLE: Act On Fixed Assets Retirements Report
2. Go to XML Publisher Administrator Responsibility -> Template
3. Search for Template name: 'CLE: Act On Fixed Assets Retirements Report'
4. Template exists but no XSL or RTF is tagged against this template definition.
5. Similarly no XML file exists in data definition against this template.
