When attempting to create the project through Application or API

When attempting to create the Budget through Application or API
Getting the below error

The issue can be reproduced at will with the following steps:
1. Go into the Projects responsibility
2. Navigate to Project or Budget
3. Create the Project or Budget
4. The issue can be reproduced by creating the Project or Budget through API
5. Retest the issue.
