Symptoms

ACTUAL BEHAVIOR
---------------
BOE(Bill of Entry) is not appearing for application to receipt.

EXPECTED BEHAVIOR
-----------------------
BOE should be available for application on a receipt

STEPS
------------
The issue can be replicated at will using the below steps
1. Navigate to India Local Purchasing responsibility.
2. Go to Receipts > Receipt > Create a receipt.
3. Go to Tools > India tax Details and add taxes.
4. Go to Tools > Receipt line application to attach BOE but there are no BOEs available for application .
