Running Autoconfig gives error Can't locate Config.pm (Doc ID 287421.1)

Symptoms

 Running Autoconfig on the Application Tier to generate the configuration files gives error

$AD_TOP/bin/adconfig.sh contextfile=$APPL_TOP/admin/<context>.xml appspass=<appspwd>

Can't locate Config.pm in @INC (@INC contains:
/d04_testapp/testora/iAS/Apache/perl/lib/5.00503 /testora/iAS/Apache/perl/lib/site_perl/5.005 /opt/perl5/lib/5.00502/PA-RISC1.1/opt/perl5/lib/5.00l5/lib/site_perl/5.005/PA-RISC1.1
/opt/perl5/lib/site_perl/5.005 .) at /d04_testapp/testappl/ad/1
config.pl line 32.
BEGIN failed--compilation aborted at
