Symptoms
When going to Action > Manage Tax in case of Complex Purchase Order
the following error occurs.
Error
oracle.apps.fnd.framework.OAException: java.sql.SQLException: ORA-01403: no data found

Steps to reproduce
1. Log into application > go to Purchasing responsibility > Buyer Work Center
2. Go to Buyer Work Center > Orders > Create Complex PO
3. Actions= Mange Tax > Error occurs
