Email Center Accept And Reply/Reply Doesn't Quote Original Message (Doc ID 2874835.1)

Symptoms

When using both IE11 and Edge (Chromium), when clicking Accept and Reply upon an inbound HTML-base email, whilst attachments are carried over into the reply, the original email content is not. This is quite different to R12.1.3 functionality (plus most normal email clients) and I believe it to be a bug.
