Symptoms

When attempting to assign vendor in normal threshold setup,
the following error occurs.

APP-JA-460574: This function is available for "Exception Setup" only

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility: Oracle Financials for India.
2. Navigation: Withholding tax setup > Define withholding thresholds.
3. Query any normal threshold setup.
4. Click on the assign vendors button and observe the error.
