ACTUAL BEHAVIOR

Operations form in EAM is not showing any header when logged in using Simplified Chinese as the language.

EXPECTED BEHAVIOR

It should display operations

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Login to EAM responsibility
2. Navigate to Operations Form
3. Its observed operations are not displayed
