IGT UOM Defaulting Based On PO Line Type (Doc ID 2876130.1)

Symptoms

On : 12.2.9 version, Requisition Creation

ACTUAL BEHAVIOR
---------------
UOM is defaulting based on PO Line type regardless if PO is an IGT Order.  UOM should only default for IGT Orders unless the UOM is IGT enabled.

EXPECTED BEHAVIOR
-----------------------
If line type has UOM which is IGT enabled, then only it should defaulted on an IGT order

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create IGT PO with UOM that is not IGT enabled
2. The non-IGT UOM is defaulting
