Why is the User Allowed To Create a Request for Quotation - RFQ and Award Even Though Supplier Did Not Respond? (Doc ID 2876325.1)

Goal

The functionality allows  to create Request for Quotations -> RFQs and progress until  Award even though supplier did not respond.
There were not quotes from any supplier.  It stopped at a  later stage while creating Purchase Order->PO, there should be some validation where it stops before.
