The output of 'IR56B: Annual Employer's Return Hong Kong (Full)' shows "Sheet No" of some employees as "0"
EXPECTED BEHAVIOR

The Sheet Nos should be in sequence and in order without any skip.
STEPS

The issue can be reproduced at will with the following steps:
1. Run 'IR56B Annual Employer's Return Archive' for 2022
2. Run 'IR56B: Annual Employer's Return Hong Kong (Full)' with the archive id of the above program
3. Check the output
