The PRC: Update Project Performance Data program completes with a warning and the log file includes the following information

This warning is received regardless of the parameters given.  There is data to summarize per the queries in Certain Projects not Summarize or Know the Projects that will Summarize? (Doc ID 1337643.1)

 Upgraded from 12.1.3 to 12.2.10
