Accounts Payable Trial Balance(APTB) report is showing fully paid foreign currency invoice with 0.01 amount remaining when the Withholding(AWT) is applied at Payment time and the Payment is done through Payment process request(PPR).

Steps to Reproduce

--------------------

1. (N) Payables Manager => Invoices => Enter
2.  Create an Invoice in a currency different from ledger currency and ensure Payment withholding tax group is populated 
3. (N) Payment Manager => Submit a New Payment Process Request(PPR)
4. After payment review that invoice is overpaid with 0.01 amount
