STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to India Local Purchasing > Purchase Orders.
2. Create a Purchase Order.
3. Click on Tools > India Tax details. Error is encountered.
Changes
Database upgraded from 11g to 19c.
