On : 12.2 version, Setup of orgs, subs, locators

ACTUAL BEHAVIOR
---------------
Unable to select the To Locator while performing Direct Org Transfer (Inter Org Transfer) as the To Locator field is greyed out for the newly created Org

EXPECTED BEHAVIOR
-----------------------
Should be able to select the To Locator while performing Direct Org Transfer

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into Oracle Applications
2. Navigate to Inventory > Transactions > Inter Org Transfer
3. Select To Org > Click on Transactions Button
4. Enter required details like Item, From Subinventory, Locator, To Subinventory and observe that To Locator field is greyed out
