Pick Release Not Releasing Split Lines For Configured Items (Doc ID 2878967.1)

Symptoms

Pick release is not picking split lines.  Delivery details for split line is in a Not Ready To Release Status and related order line is in a Supply Eligible status.
Attempt to pick release an order line for a distinct configured item for a quantity of 6 where 3 items are created from finished goods and ran pick release
The 3 that were available were pick released. User split the order line and completed 3 and put 3 to ship on the split line. 3 more finished goods were created
and pick release was ran again. However the split line did not get picked/shipped and the 3 finished goods remained available in the FG subinventory.

P_MESSAGE ==> Pick Release process could not allocate 5 of item 30.99.00.716*08*130*11\.0000*12\.0000 for order 21132138 as there was insufficient quantity available Or Inventory allocations have failed, and the line has been back ordered.

STEPS

The issue can be reproduced at will with the following steps:

1. Order Management Super User Responsibility
2. Create order line for a distinct configured item of a quantity of 6.
3. Created 3 of the finished goods needed for the line and ran pick release with the pick and ship confirm release rule
4. Pick release picked the 3 items that were available and split the order line .
5. The split line contained qty of 3 out of the ordered qty of 6.
6. Created 3 more finished goods for the split line.
7. Ran the pick/ship rule again.but the split line did not get pick released and 3 finished goods remained available in the FG subinventory.
