Symptoms

When attempting to add source line to CIP asset with Japan Declining Balance depreciation method, the following error occurs.

APP-OFA-47275: You cannot make a cost adjustment to a CIP asset.


Steps to Replicate
-----------------------
1. Navigate to Assets > Asset Workbench
2. Query asset with 0 cost
3. Click on Source Lines button
4. Update required fields
5. Click Done button
6. Error is seen in Error Message Box in Source Lines window.  The transaction does not save.

Source line additions only throws error with Japan Declining Balance depreciation methods.
