Symptoms

Problem Statement:

When running "P11D Reports (PDF-Oracle Substitute)" process, the following error occurs on child process "P11D Reports Sub Process (Substitute)" log:

Process errored.oracle.apps.fnd.framework.OAException: Error producing P11D report.  Error producing P11D report for <value>. null
CP main completed runProgram for oracle.apps.per.p11dss.utils.server.p11drepsubst

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Under HRMS Manager responsibility
2. (N) Processes and Reports > Submit Processes and Reports > run P11D Reports (PDF-Oracle Substitute) process
3. Child process "P11D Reports Sub Process (Substitute)" Completed with Status 'Error' for employee having a special character in name (For example: é)
