Applied the June Vertex .dat fie, noticed the District of Columbia Paid Family Medical Leave (PFM)L Employer Liability tax Self-Adjusted to .26% back to 01-Jan-2022.
EXPECTED BEHAVIOR

The District of Columbia Paid Family Medical Leave (PFML) should only start with the new rate of .26% effective as of 01-Jul-2022.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Applied the June Monthly Vertex dat file.
2. Date track to 17-Jul-2022.
3. Submitted a quick pay.
4. Noticed the District of Columbia (DC) Paid Family Medical Leave (PFML) Employer (ER) Liability is Self-Adjusted to the new rate of .26% back to 01-Jan-2022.
Changes
June 2022 Vertex .dat file decreased the Employer District of Columbia Paid Family Leave (PFML) Liability from .62% to .26%
