Configurator Loses Connection To Forms After Server Java Upgrade

Symptoms
On : 12.2.7 version, Runtime Core
When attempting to launch or navigate within the Configurator Runtime window, the following errors occur:
ERROR 1
-----------------------
FRM-92102: A network error has occurred.
The Forms Client has attempted to reestablish its
connection to the Server 5 time(s) without success.
Please check the network connection and try again later.
or
ERROR 2

java.lang.NullPointerException

at oracle.apps.cz.runtime.SessionController.processRequest(SessionController.java:224)
This started to occur after upgrading to Java 1.8_208 and adding Java WebStart.
It works as expected when 'CZ: Add Model Routing Cookie' = N. However, Model Load Balancing is critical to the performance of the Production instance.
STEPS

The issue can be reproduced at will with the following steps:
1. Order Management responsibility
2. Enter a new sales order
3. Enter header level information
4. Navigate to Lines tab
5. Enter a published ATO model on the line
6. Click on the Configurator button
7. Error occurs
