Engineering Change Order (ECO) Gets Implemented Even If One Of The Approvers In The Workflow Is Inactive In The System

Goal
ECO is Implemented when one of the Approvers in the Workflow is inactive in the system.
Steps:
-> Create an ECO from PDH, add multiple approvers in the workflow
-> Let say there are two approvers, once both are added in the workflow, the second approver is inactivated in the system.
-> Now the ECO is promoted, the approval notification will be sent to the first approver and it is approved the same.
-> Here the no approval notification will be sent to the second approver as the user is inactive in the system and ECO is getting implemented.
User expectation is there should be some error or the workflow should not proceed further in such cases. Is it possible the achieve the expectation.
