WebADI can not download data with NLS version Excel after applying patches for JWS

Symptoms
WebADI can not download data with NLS version Excel after applying patches for JWS.
The issue occurs with NLS version Excel like Korean or Chinese. There is no issue with English version Excel.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Desktop Integration responsibility > Create Document
2. Choose Integrator = General Ledger - Journals
3. Choose Viewer = Excel 20xx. The Excel is NLS version like Korean or Chinese.
4. Selected layout = Functional Actuals - Single
5. Selected Content = None
6. Pressed "Create Document" Button but "0 Records downloaded" message is displayed.
Changes
Several patches were applied to enable JWS feature.
