ACTUAL BEHAVIOR
---------------
Not able to create payruns for current period after upgrading to 12.2.10
After the 12.2.10 upgrade - Oracle does NOT allow to skip the months between the quarter. Oracle expects payruns to be created for all the months


EXPECTED BEHAVIOR
-----------------------
Expect system to allow users to create payrun for only quarterly months (meaning the months between can be skipped). Ex- the payruns are created for 3rd, 6th, 9th and 12th period of a year and can be skipped for all the other months.


WHAT WAS WORKING
------------------------------
 Before the upgrade to 12.2.10, Oracle allowed users to create payrun for only for quarterly months (meaning the months between can be skipped). Ex- the payruns are created for 3rd, 6th, 9th and 12th period of a year and can be skipped for all the other months.



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Applications
2. Go to Compensation Manager responsibility
3. Navigate to Tasks >Maintain Payment Batches>Create
4.Choose Pay Group > Observe Period Drop Down
