Using Purchasing, Version 12.2
Actual:
Verify Vendor Eligibility action is missing for modification. It is there for base award.
Expected:
Verify Vendor Eligibility action should be present for modifications.

Replication Steps:
The issue can be reproduced at will with the following steps:
1. Contract Lifecycle Management - CLM Responsibility - Buyer Work Center
2. Awards - Modifications
3. Choose the Modifications - and then check the drop down list - Verify Vendor Eligibility is not present.
