OTL Standard Approval Email Notification In Outlook - Insufficient Privileges (Doc ID 2882240.1)

Symptoms

On : 12.2.8 version, Workflow Mailer

When attempting to approve OTL message from email notification
the following error occurs.

ERROR
----------------------

You have insufficient privileges for the current operation. Please contact your System Administrator.



STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Login to outlook  >Open the OTL approval message > Click on attachment in the mail >Fails to open with the error Insufficient privileges

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot approve messages over email
