Why Does The Weight UOM Not Default While Using Load Truck In Direct Ship Process

The Process used is:

We use "Pack and Reserve" process to generate the LPN or would use "Generate LPN" concurrent request to generate LPN and scan this LPN while Pack and Reserve process. Then ship it using "Direct Ship > Load Truck". It is expected that the weight UOM defaults. This is happening intermittently.

Note: we have the Weight UOM at the item physical attribute.

This was working fine in 11i release, however in R12, this is not working...

Is there any change in the behavior in R12?
