PO_HEADERS_ALL Table is Locked All The Time When Change Request is in Error (Doc ID 2883495.1)

Symptoms

The PO_HEADERS_ALL table is locked all the time if the the change request is in error.
If the RCVTP (Receiving Transaction Processer) is executed, the RCVTP will be
stuck until the error screen is closed.

Due to this locking specification,  the received transaction
processing is stuck.


Steps to reproduce

1.Create Purchase Order and approve Purchase Order

2.Create ASN in iSupplier Portal

3.Run Receiving Transaction Processor(RCVTP)

4.Submit Change Request in iSupplier Portal
Decrease quantity and press Submit ,then below error occurred:
Error:Ordered quantity on the split shipment line cannot exceed XX because there is a pending ASN quantity of XX on Shipment number Y of Line Z.

Keep this screen open.
PO_HEADER_ALL is locked all the time the change request error screen is open.

5.Receive PO
=> RCVTP gets stuck because PO_HEADERS_ALL was locked.
