Problem Statement:

Timecards are getting auto approved after being rejected and resubmitted for approval.

Steps to Reproduce:

The issue can be reproduced at will with the following steps:

1. Login to Self-Service Time or equivalent Responsibility and Submit the timecard.
2. Login in application as the Timecard Approver and reject the Timecard from the homepage.
3. Navigate to Self-Service Time Responsibility as Employee and re-submit the rejected timecard after making corrections.
4. The timecard gets approved automatically without requiring any action from the approver.
5. A blank notification is sent to the approver.
