Symptoms
In Oracle Sourcing, Release 12.2.5 and later, an error occurs when creating an RFQ and the supplier contact is an Active contact on the iSupplier Record, but the contact's FND user is end-dated (inactive).

Row 1 Error - Supplier Contact XXXX, XXXXXX for Supplier XXXXXXXXXXXXX is inactive.
Steps To Reproduce
The issue can be reproduced at will with the following steps:
1. Log in to Oracle Applications.
2. Navigate to a Sourcing Super User responsibility > Sourcing > Sourcing Home Page.
3. On the negotiations home page, in the Create region, click the RFQ link to start a new RFQ.
4. Add the details for RFQ header, lines, controls.
5. In the Suppliers region, search for suppliers by category and add the suppliers returned in the search results.
6. When done, save the RFQ as draft and then click the Review button.
7. On the Create RFQ: Review page, click the Publish button. The error messages appear at this point.
The business expects the following:
1. When there is no active contact for the supplier, the supplier should not be returned in the search and should not be added to the RFQ.
2. When a supplier has multiple contacts, only active contacts should be returned in the search and added to the RFQ.
