Users Not Able To Submit The Claims For Customer Who Do Not Have A Valid Billl To Site (Doc ID 2884489.1)

Symptoms

On : 12.2.10 version, CLAIMS

ACTUAL BEHAVIOR
---------------
Users are not able to create and settle claims for OEM customer , OEM Customer do not have a valid Bill to Site.

While submitting the claim for approval gives error "select a valid value" . 
Note : Claims processing was done without any issue for customers without any valid Bill to Site in 12.2.4 application environment and fails only in 12.2.10

EXPECTED BEHAVIOR

Expect to be able to create and settle claims for customer without a valid Bill to Site setup.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Navigate to Trade Management user responsibility
2) Create a new claim
3) Enter Bill to Customer details
4) Unable to add a customer , gives error "select a valid value"
5) User was able create and settle claims for the same customer in 12.2.4
6) Issue present only in 12.2.10 after upgrade
