How To Setup Item Descriptive Flexfields To Be Available And Updateable Only At Master Level And Not At Organization Level ? (Doc ID 2884857.1)

As of the latest release 12.2.x , Item descriptive flexfields are controlled by design at the Organization level only. This is noted as an Enhancement on below notes -

<Note 1947508.1>: Can not update the Descriptive Flexfield Attribute Control From Organization Controlled to Master Level

<Note 372128.1>: INVIDITM: Descriptive Flexfield, Can it Be Restricted to Updates at Master Organization Level ?

Users would like to have an option to allow users to update / maintain Item Descriptive Flexfield at Master org only and not allow user to update or view them at Child organization.  This note provides a workaround to this situation.
