PAXINEAG: FRM-92101 Error When Click On Submit (Doc ID 2885431.1)

Symptoms

When an agreement is created with "Approval Required", the following error is encountered when clicking on the "Submit" button in the Agreement form (PAXINEAG):

FRM-92101: There was a failure in the Forms Server during startup. This could happen due to invalid configuration.
Please look into the web-server log for details.

Steps to reproduce:

1.  Using a Projects responsibility that has access to forms and navigate to Billing -->Agreement.

2.  Open the Agreement from and query the agreement.

3.  Click on the Submit button.
