When attempting to update a PO created from a requisition for a federal supplier,
the following error occurs.

ERROR
-----------------------
No field listener is registered to resolve field GLOBAL.g_po_vendor_id referenced by the flexfield with application short name JG and name JG_PO_DISTRIBUTIONS. Please contact your system administrator.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Navigate to BWC
2. Query problem PO
3. Try to update PO - error occurs
