PAXBUEBU Project RE-Baseline Fails with "Budgetary Control has encountered XLA accounting errors: Event XXXX is not processed...." (Doc ID 2886214.1)

Symptoms

When trying to re-baseline a project budget from Budgets Form (PAXBUEBU) the bellow errors occurs :

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.With a projects responsibility create a budget for the project, baseline it

1.1 In order to create a budget Go to Budgets Form

1.2 Enter project Number,Project Name , Budget Type etc

1.3 Baseline the budget

2. Make any modification such as adding budget lines and try to RE-Baseline by pressing the same button Baseline
