Symptoms
After upgrade of Oracle Applications to Release 12.2.10,
When running custom RDF concurrent programs in the PDF output format, special Icelandic characters display with question mark.
STEPS

The issue can be reproduced at will with the following steps:
1. Upgrade EBS instance to 12.2.10
2. Submit custom RDF concurrent program
