Punchout Exception Unexpected Error "There Is No Current Requisition. Checkout Cannot Proceed." (Doc ID 2887981.1)

Symptoms

 Setting up a Vendor for the first time and attempting to Punchout Errors with:  Unexpected Error

Details show more detail on the Error:
oracle.apps.fnd.framework.OAException: java.lang.Exception: There is no current requisition. Checkout cannot proceed.

Steps to Reproduce :

1. Navigate to Iprocurement responsibility
2. Select the Punchout to Supplier
3. Select the items from the portal
4. Checkout and  get an error page on the Oracle iProcurement.
5. Error is Generic : Unexpected Error
6. Click Details to review the Exception details and can see :
    oracle.apps.fnd.framework.OAException: java.lang.Exception: There is no current requisition. Checkout cannot proceed.
