ACTUAL BEHAVIOR

When using IE and click "Enter Journals” to check the detail, application is prompting open or download the JNLP file every time even though oracle form opens
EXPECTED BEHAVIOR
-----------------------
If the form is already open then it is not required to open by download the jnlp file every time
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Workflow Administrator
2. Workflow Notification
3. Open the Worklist
4. Select the notification
5. click "Enter Journals” to check the detail
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot able to open the form without downloading the jnlp file every time.
