User is trying to submit a Trade Management Budget transfer, but is receiving error 'The request cannot be approved because the available amount is insufficient.'

Error:

The request cannot be approved because the available amount is insufficient.

Steps:

The issue can be reproduced at will with the following steps:
1. Trade Management User responsibility > Budget
2. Transfer
3. Create Transfer Request, Submit for approval.
