When running Territory Assignment programs, JTY_ASSIGN_BULK_PUB.insert_trans_data is failing due to error "Invalid number of workers" (Doc ID 2888220.1)

Symptoms

When running the Territory Assignment programs, the following error is shown in the program logs:

jtf.plsql.JTY_ASSIGN_BULK_PUB.insert_trans_data.l_invalid_workers 4 JTY_ASSIGN_BULK_PUB.insert_trans_data: Invalid number of workers : Valid range from 1 - 10
jtf.plsql.JTY_ASSIGN_BULK_PUB.collect_trans_data.insert_trans_data 4 API JTY_ASSIGN_BULK_PUB.insert_trans_data has failed
jtf.plsql.JTY_ASSIGN_BULK_PUB.collect_trans_data.g_exc_error 4 API JTY_ASSIGN_BULK_PUB.insert_trans_data has failed

2. Run Synchronize Territory Assignment Rules (STAR) and Territory Assignment programs
