Symptoms
On : 12.2 version, Database for Application Technology
When attempting to upgrade the encrypted non-CDB EBS database to 19c with DBUA,
the following error can be seen in the alert.log when DUBA fails during timezone upgrade.

ORA-00600: internal error code, arguments: [kcbtse_encdec_tbsblk_11], [4], [0], [0], [16], [1], [], [], [], [], [], []
kcbtse_encdec_tbsblk: cannot return a still encrypted block to decryption client. <0/1, 0x1c005c7 (afn 7 block 1479)>
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. following E-Business 19c Interoperability Note to upgrade the EBS non-CDB database to 19c
2. started DBUA upgrade
3. get error during Timezone Upgrade of the non-CDB
