Error:You Are Not Allowed To Update Order Type Because: Order Is Booked. -- When Updating Ship To On Booked Order For Some Customers (Doc ID 2888238.1)

Symptoms

On : 12.2.10 version,

ACTUAL BEHAVIOR
---------------

Customer is not allowed to update Ship to on booked orders for some customers that have orders in one particular warehouse (X1) a message is displayed stating "You are not allowed to update order type because: Order is booked"

However, the same customer from my Another warehouse (X2) is allowed to update and change the the ship to on a booked order


Customer has read note
Unable To Change Shipping Address Once Order Lines Are Entered <>
and is aware and knows it is possible to put a code and break the dependencies between ship to and order type but as the ship to is update able in one of  of the warehouse (X2), Customer would rather like to find the trigger that allowed to change the  ship to in org X2

Note

Warehouse X1- Order type =POXXX NOXXX Order - update NOT allowed
Warehouse X2- Order type =NOXXX Order  - update allowed


ERROR:
----------------
You are not allowed to update order type because: Order is booked

Per seeded design  The update of the ship to is not allowed after booking - hence the error message




STEPS
-----------------------
The issue can be reproduced at will with the following steps:


1.Responsibility : Oracle Order Management - warehouse 08
2.Navigate to order returns
3 Query booked order
4 Cannot update ship to location



BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot update ship to location in warehouse 08
