Help Target US/OKC/@about_delivs could not be Found when Accessing Online Help on some Pages

Symptoms
On : 12.2.9 version,
Find that when trying to access the online help pages on different pages within Contracts Core (OKC) module, the following error is displayed:
ERROR
-----------------------
$OKC_TOP/help/US.
404 NOT FOUND
An error occurred while retrieving Oracle Applications Help information.
Help target US/OKC/@about_delivs could not be found.
This happens in majority of the pages. However, it works on some.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Using contract workbench administrator responsibility, navigate to contracts.
2. Navigate to any tab and click on the "?" at the top to access the online help for that page and the error is displayed.
