Poor Performance With "JTM Master Concurrent Program" Report (Doc ID 2888807.1)

Symptoms

After upgrading to 12.2.9, the Concurrent rogram JTM Master Concurrent Program never stops when launched.  The customer have upgraded to patch 30968943:R12.EAM.C but issue persists.

 

EXPECTED BEHAVIOR

The production environment should not exhibit this performance issue.

STEPS

The issue can be reproduced at will with the following steps:
1. Responsibility: System Administrator
2. Run concurrent program JTM Master Concurrent Program with Parameter = TRANSACTION.
3. Program hangs.
