Quantity Changes for One Batch are Not Being Collected into ASCP (Doc ID 2889761.1)

Symptoms

APS Collections

For one Pending batch, after the batch is scaled, changing the planned product and ingredient quantities, and then Collections is run, the quantities shown in ASCP do not match the quantities in the actual batch.

EXPECTED BEHAVIOR

Expect the quantity of the job in ASCP to match the quantity on the actual batch.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Scale a batch (Production Superivisor > Batch Details > retrieve the batch > Tools > Scale Batch)
2. Run Collections (Advanced Supply Chain Planning > Collections > Oracle Systems > Standard Collection)
3. View the work order in ASCP (Advanced Supply Chain Planning > Collections > View Collected Data)
