In Oracle iProcurement, Error Occurs When Creating a Receipt - The transaction could not be completed successfully, and RVTTH-445 (Doc ID 2889768.1)

Symptoms

In Oracle iProcurement, Release 12.2.4 and higher, an error occurs when trying to create a receipt for a purchase order (PO).
Due to this issue, the receipts are not able to be created for the affected purchase order. This halts the procurement process as the invoice for the order needs to be paid.


Error

Error
1. The transaction could not be completed successfully. Please contact the system administrator for assistance.
2. Your receipt could not be created successfully because the receiving transaction manager timed out. Please retry or contact your system administrator for further assistance.

-- AND --

Error
Your receipt could not be created successfully due to an unexpected error. Please contact your system administrator with the following information for further assistance.
"rvtptcontrol failed RVTTH-445: Subroutine Txn Success, returned error Cause: Subroutine Tnx Success, returned an internal error. Action: Note this error number and the actions you are trying to perform."



Steps To Reproduce

The issue can be reproduced at will with the following steps:
1. Log in to Oracle Applications.
2. Navigate to an iProcurement responsibility > iProcurement Home Page > Receiving tab.
3. On the iProcurement Receiving main page, click the Receive Items link.
4. On the "Receive Items: Select Items" page, search for and select the desired purchase order to receive against. Enter the receipt quantity value and click the Next button.
5. On the "Receive Items: Enter Receipt Information" page, enter the Receipt Date and click the Next button.
6. On the "Receive Items: Review and Submit" page, click the Submit button.
The first error occurs at this point:

Error
1. The transaction could not be completed successfully. Please contact the system administrator for assistance.
2. Your receipt could not be created successfully because the receiving transaction manager timed out. Please retry or contact your system administrator for further assistance.

7. Click the Submit button again, and the error message is a bit different.

Error
Your receipt could not be created successfully due to an unexpected error. Please contact your system administrator with the following information for further assistance.
"rvtptcontrol failed RVTTH-445: Subroutine Txn Success, returned error Cause: Subroutine Tnx Success, returned an internal error. Action: Note this error number and the actions you are trying to perform."


8. A notification email is also generated to the user.

- Title = Warning: Order Receipts Were Not Processed Successfully

Notification text shows:

The Confirm Receipts workflow failed to process the receipts due to an error in the Receiving Transaction Manager, return code is:4.



BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, the receipts are not able to be created for the two affected purchase orders. This halts the procurement process as the invoices for these orders need to be paid.

The issue occurs in a production environment and needs to be resolved as soon as possible.
