Symptoms

On WIP - Oracle Work in Process, 12.1.3 version, WIP Component Pick-Release

ACTUAL BEHAVIOR
---------------
After applying patch 32930343, the component pick release is no longer picking the materials that have been previously issued then returned. This is a critical loss of functionality.

EXPECTED BEHAVIOR
-----------------------
After returning materials to stores, the component pick release process should be able to re-allocate as per the job's open requirements.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. (R) Work in Process
2. (N) WIP > Discrete > Discrete Jobs (form)
3. Create discrete job and release it
4. Run WIP Component Pick Release for the job
5. Transact the move order in order to issue the reserved materials
6. Return some of all materials to stores
7. Observe the open requirements
8. Component Pick Release is no longer seeing the open requirements.
