Missing items in Sales Order created by the Interlock Manager

STEPS
-------------
In MP org - Purchasing (R) / Purchase Orders / Purchase Orders
 - Created RPO with 7 lines
Subcontracting (R) / Requests / Interlock Manager  - launch and it completes normally
Order Management (R) / Orders /Order Organizer - query for open RSO and find only 2 of 7 items appear on the Sales Order


Diagnostic debug output from FND_LOG_MESSAGES and OM debug log file (name found in FND_LOG_MESSAGES output) provided by following <Note 2222284.1>

Diagnostic setups output file uploaded per <Note 2222257.1> appears complete and normal
