Why is there an error on the PAXSUDNR Non-Labor Resources form if the name field is reused when original name is end dated?

When the user opens the Expenditure Non-Labor Resource form PAXSUDNR and enters an effective to date to an existing named Resource and then adds another line for that same name but for a different effective from date, the following error is displayed:
