Creating Price Break Header modifier with Volume attribute using webadi template if "Value From" and "Value To" is not entered for PBH line. it's not allowing to upload and giving error while uploading the template but through form with out "Value From" and "Value To" for PBH line is allowing to create modifier line.

EXPECTED BEHAVIOR

Creating Price Break Header modifier with volume attribute using webadi template should get created without any error.

Below Error can be seen in qp_interface_errors

Please enter required information - Value To/Value From.

STEPS

-----------------------
The issue can be reproduced at will with the following steps:
1) Download document (create modifier)
2) Prepare data in WebADI spreadsheet, using out of box layout QP Manage Modifiers (Downloaded from Oracle Pricing User)
3) Upload
4) Observe that "Value From" and "Value To" is not entered for PBH line.
