On : 12.1.3 version, Pricing, Discounting & Charges
ACTUAL BEHAVIOR
---------------
On Sales Order header Level freight Charge modifier gets applied when ship method = "XXXX".
Order is Booked ,change calculate Price flag to partial price .
When Ordered Quantity is changed on sales order line the Freight modifier gets removed.
EXPECTED BEHAVIOR

Expect Freight Charge not to get removed with quantity change on partial price
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Order management super user
2. Enter sales order with ship method = "XXXX".
3.Header Level Charge modifier gets applied
4. Book the order
5.Change calculate price flag = Partial price
6.Update ordered quantity
7.Charge modifier gets removed.
